Heat a skillet over medium heat and cook the ground beef until browned and fully cooked. Break it up as it cooks, then drain off any excess fat.
Add the taco seasoning, ranch seasoning, and water to the skillet. Stir well so the beef is evenly coated. Let it simmer for 2–3 minutes, until the mixture thickens slightly.
Preheat the oven to 350°F (175°C). Arrange the tortilla scoop chips on a baking sheet. Spoon the seasoned beef into each chip.
Then, sprinkle with diced tomato and shredded cheese. Bake for 5–7 minutes, or until the cheese is melted and bubbly.
Remove from the oven and sprinkle with chopped cilantro.
Serve warm with sour cream, guacamole, or salsa on the side.
